The Granite State Human Resources Conference is supported by and produced by the HR State Council of New Hampshire.  The Council is dedicated to the professional growth of HR professionals.

We bring Human Resource Professionals together from all types of companies and organizations, vendors, and educational experts to promote HR knowledge, networking, and the HR profession.

Mission

By planning, organizing, and delivering a high standard, timely, and industry relevant conference to human resource professionals and their colleagues, the Granite State Human Resources Conference is committed to providing a venue that stimulates the acquisition, transfer, and enhancement of knowledge, professional development, increased social capital, and enhanced networks. This is accomplished through securing high quality program and seminar presenters; providing access to industry specific vendors; and engaging in support activities

Vision

The Conference is committed to providing a venue that stimulates thinking, generates new ideas, offers timely and relevant information and opportunities for networking to enhance the professional development of HR professionals and their colleagues. We accomplish this by selecting high quality speakers and seminar presenters who have national stature and expertise in their field. Participants will also have access to products and programs available through business partners representing benefits providers, training sources, recruitment resources, and may other HR related vendors.

Tina M. Sharby

Director

Tina Sharby is the CHRO for Easterseals where she is a strategic partner for non-profit organization. She is SHRM certified, serving on several non-profit boards, a founding member of the Diversity Workforce Coalition, a member of the BIA’s Health Care & Workforce Development Committee, State of NH Fire and EMS Recruitment and Retention Committee and the Director of the NH State HR Council. She received her Masters Degree in 2019 from Granite State College and was the recipient of the NH Business Review Excellence in Nonprofit Large Business 2019, and Granite State College’s Victor Montana Award in 2022.

Catharine Mirabile

Immediate Past Director

Catharine Mirabile is the Chief Human Resources Officer and Managing Director of Benefits Administration at CGI Business Solutions. She currently manages the HR Consulting and Benefits Administration Department of CGI, which includes compliance, benefits administration, COBRA and human resources solutions for CGI's clients. She is currently the Northeast Membership Advisory Council (MAC) Representative, representing eleven states within the Northeast region. Her other volunteer roles include serving as the President of NAPBA (National Association of Professional Benefit Administrators), on the Board of Trustees with Catholic Charities New Hampshire and serving as Past-Director for the HR State Council of New Hampshire

David S. Twitchell

Director Elect

David Twitchell, SHRM-SCP, CCP and CBP, is the Vice President of Human Resources for Catholic Charities New Hampshire and provides "hands-on" leadership, coordination and oversight of company Human Resource functions to more than 1000 employees that serve long-term care rehabilitation and nursing centers as well as the numerous sponsored social service programs across the State of New Hampshire. Develops and implements corporate Human Resource strategy and programs that support the organizational mission and vision to meet planned objectives. Twitchell is a long-time SHRM volunteer having served in many leadership capacities and is currently the Director-elect for New Hampshire. Twitchell has his MS in Human Service Administration and is a Senior Certified Professional with SHRM, a Certified Compensation and Benefits Professional with WorldatWork and a recipient of the 2018 Ry Perry HR Hero Award

Jennifer Kinville

Treasurer

Jennifer is the AVP of Human Resources at Eastern Propane & Oil and has over 20 years of experience in the Human Resources field. She is currently the Treasurer of the HR State Council of NH. She is a member of the Society for Human Resource Management (SHRM) and Seacoast Human Resources Association (SHRA). Jenn has served in a variety of roles on the State Council, SHRA, and the Diversity Workforce Coalition (DWC).

Jeannie DiBella

Program Director

Jeannie DiBella, SHRM-SCP, SPHR, is the Sr. Human Resources Officer at Manchester Community College. She has 27 years of HR experience. Jeannie is certified as a Senior Certified Professional of the Society for Human Resource Management (SHRM-SCP) and as a Senior Professional in Human Resources (SPHR). She received her Bachelor’s Degree in Journalism from Indiana State University. Jeannie is an active participant in industry associations including the HR State Council of NH where she serves the Program Director and is serving as the President for both the Greater Nashua Human Resources Association and the Northern New England CUPA-HR Board of Directors.

Government Relations & Legislative Chair

Andrea Chatfield is an attorney at Cook Little, p.l.l.c. in Manchester, NH where she provides advice and guidance to employers on risk management issues in the workplace, employment agreements, non-competition agreements, and other organizational protocols. She represents employers before administrative agencies. She conducts in-house trainings for employers and serves as an outside investigator for employers responding to internal complaints of discrimination and harassment. Andrea frequently is a public speaker on employment law topics. She is admitted to practice in New Hampshire and Massachusetts, and serves as the Government Relations & Legislative Chair for the HR State Council of New Hampshire.

Debra is an experienced Human Resources Business Partner with a demonstrated history of working in the hospital & health care industry. Skilled in Deferred Compensation, HR Policies, Screening, Management, and Performance Management. Strong human resources professional with a Certificate focused in Human Resources Management/Personnel Administration, General from Southern NH University.
